The International Civil Aviation Organization (ICAO) is a United Nations agency which helps 193 countries to cooperate together and share their skies to their mutual benefit.
Since it was established in 1944, ICAO's support and coordination have helped countries to diplomatically and technically realize a uniquely rapid and dependable network of global air mobility, connecting families, cultures, and businesses all over the world, and promoting sustainable growth and socio-economic prosperity wherever aircraft fly.
As it enters a new era of digitization, and of incredible new flight and propulsion innovations, air transport is relying more than ever on ICAO's expert support and technical and diplomatic guidance to help chart a new and exciting future for international flight. ICAO is innovating itself to answer this call and expanding its partnerships among UN and technical stakeholders to deliver a strategic global vision and effective, sustainable solutions.

The Global Implementation Support Symposium (GISS) is ICAO's flagship annual event dedicated to implementation support, capacity development, and international cooperation. As one of ICAO's prominent global gatherings, GISS brings together Ministers, Directors General of Civil Aviation, industry leaders, international organizations, financial institutions, and relevant stakeholders to address the practical challenges of implementing global aviation priorities.
GISS serves as a platform for high-level dialogue, knowledge exchange, partnership-building and collaboration in support of the implementation of ICAO's Strategic Plan 2026-2050. The programme features ministerial discussions, expert panels, and an international exhibition, creating a unique environment where Member States, industry and development partners can share expertise, foster partnerships, and advance practical solutions that strengthen aviation systems and support economic development and sustainable growth.
The Ministry of Transport of Angola (MINTRANS) is responsible for formulating, implementing, coordinating and overseeing national policies for transport and logistics, ensuring the safe, efficient, competitive and sustainable development of the country's transport system.
Its mandate covers road, rail, civil aviation, maritime and port transport, and logistics, including sector regulation and supervision, infrastructure and service development, investment and public-private partnerships, consumer protection, human-capital development, institutional communication, and international cooperation and representation.
Civil aviation oversight in Angola is exercised by the National Civil Aviation Authority (Autoridade Nacional de Aviação Civil, ANAC), which regulates safety, security and economic aspects of the sector and has been Angola's principal technical counterpart in preparing the country's Civil Aviation Master Plan developed in partnership with ICAO.
